[Jamaica] Gov't commended for modernisation of air navigation system

The Government of Jamaica has been commended by the regional office of the International Civil Aviation Organisation (ICAO) for supporting the modernisation and upgrade of Jamaica’s air navigation system.

Regional Director of ICAO’s North American, Central American and Caribbean Regional Office, Melvin Cintron stated that “Jamaica has proven that with political will and commitment …the transformation of an aviation system…is possible”.

“Such an endeavour is challenging when considering all the other governmental demands of budget and resources. It is obvious that Jamaica understands the socio-economic benefits brought by aviation to its tourism, infrastructure and economic sustainability,” he continued.

His comments were in a congratulatory message sent to the Director General of the Jamaica Civil Aviation Authority, Nari Williams-Singh, on Jamaica being a recipient of the ICAO’s Council President Certificate.

Cintron acknowledged the active role of the government in the region under the No Country Left Behind (NCLB) Strategy and recognised Jamaica’s accomplishment of having achieved 82.38 per cent of Effective Implementation during its last ICAO validation.

He highlighted the fact that it was Jamaica’s achievement in resolving safety oversight deficiencies, accomplishment of safety improvements and improving the effective implementation of ICAO Standards and Recommended Practices (SARPs), which resulted in the country being designated as one of 12 recipients of the 2016 ICAO Council President Certificate.

“I am pleased to note that your State also recognizes that the sustainability and continued improvement of what has been achieved, must remain a cornerstone of its political will and commitment,” he said.

He pledged the continued support of the regional office in the implementation of Jamaica’s NCLB Strategy action plan.

The NCLB campaign highlights ICAO’s efforts to assist contracting states in implementing ICAO Standards and Recommended Practices.

The main goal is to help ensure that SARP implementation is harmonised globally so that all states have access to the significant socio-economic benefits of safe and reliable air transport.

The Jamaica Civil Aviation Authority (JCAA) is far advanced in implementing a comprehensive $4.92 billion modernisation and upgrading programme to replace major components of its communications, navigation and surveillance systems.

The upgrade is expected to be completed before the end of the year.
