"Mysterious" Barbadian B747-400 on the move today (August 10th) to Kansas City (MCI), early at 0616 AST, sneaking out?

B747-400 N508BB (sn 29031) which was brought to St. Vincent & the Grenadines and sat there waiting for a local new registration, but local ECCAA could not do it so, it went to Category 2 state (low safety oversight) Barbados which has 1 aviation inspector in its Civil Aviation Department (no CAA) and received Barbadian registration 8P-ERI.

Rumour is it will fly for St. Vincent based One Caribbean (1 x Beech 1900D, 3-4 x Saab 340B's) to come?

Is this B747-400 (ex-China Airlines), a gift from Taiwan? for what? whose President visited St. Vincent July 16th, when it was still there?

This aircraft was recently de-registered and re-registered as N508BB by AAR corporation in May 2018, and then transferred to a trust company called Aero Intelligence, Inc. (Trustee) in April 2019.

The B747 was painted white, got overhauled engines, and it was ferried from (SCLA) at Victorville, California, (boneyard) on May 23, 2019, to Phoenix Sky Harbor Airport (PHX) Arizona, and then ferried from Phoenix to Argyle International Airport (SVD) in St. Vincent on May 24, 2019, by Canadian company Nolinor Aviation, moved once to Barbados.
